SEOUL, South Korea (AP) — Samsung says there's a new quality problem that's prompted the electronics company to halt production of its Galaxy Note 7. But Samsung hasn't said what that problem is. Samsung had issued a global recall because it said a tiny manufacturing error in the battery made the phones prone to catch fire, and even their replacements had a problem.

LUMBERTON, N.C. (AP) — Rescue workers that saved some 1,500 North Carolina residents from floods yesterday, will be back on the job today, as floodwaters brought on by Hurricane Matthew roll downstream toward the Atlantic Ocean. At least three rivers are forecast to reach record levels, with some not cresting until Friday.

LONDON (AP) — A British report says the lines between terrorism and criminality are becoming blurred as an increasing number of former criminals are joining the Islamic State group and are creating a "gangster jihad." The report says nearly 60 percent of European jihadists studied by researchers had been jailed previously. The report is from the International Centre for the Study of Radicalization and Political Violence at King's College London.

MANILA, Philippines (AP) — Philippine President Rodrigo Duterte (doo-TEHR'-tay) wants to completely ban smoking in public. His health secretary told a Senate budget hearing today that she hopes Duterte can sign the draft executive order banning smoking in public nationwide before the end of the month. The health secretary says Duterte's directive to her was to have a 100 percent smoke-free environment.

MACON, Ga. (AP) — Authorities in Georgia say they're awaiting an autopsy to help determine whether a 57-year-old suspected shoplifter shot to death by police had drugs in his system. The Georgia Bureau of Investigation says Larry Matthews fought with a Bibb County deputy Friday after stealing from a Family Dollar store. Investigators say Matthews was first hit with a stun gun, and when he pulled off the prongs, the deputy used pepper spray. Investigators say when Matthews grabbed the bottle and sprayed the deputy, he was shot.
