BATON ROUGE, La. (AP) — As water starts to move out of heavily-flooded Livingston Parish in southern Louisiana, authorities assessing the damage believe three-quarters of the homes are destroyed. The town has a population of about 138,000 people. More than 15,000 people have been rescued from floodwaters in the parish since the storms began Friday and more rescues are taking place today even as the water is draining in some areas. Seven deaths have been attributed to the flooding in south Louisiana.

LOWER LAKE, Calif. (AP) — Fire crews have gained some significant ground on a massive Northern California wildfire that has destroyed 175 homes, businesses and other structures and charred nearly 7 square miles. Officials say the fire in Lower Lake, about a two hour drive from San Francisco, is 20 percent contained today. The progress came as authorities arrested a man on 17 counts of arson. He's suspected of sparking the blaze that exploded over the weekend. Officials say he is also suspected in several other fires over the past year in Lake County.

WASHINGTON (AP) — Former Interior Secretary Ken Salazar will lead Hillary Clinton's White House transition team. It will be planning for a Clinton administration, in the event she wins in November. New Jersey Gov. Chris Christie is serving in that role for Donald Trump.

WASHINGTON (AP) — Home builders have been busy. The government says the pace of housing construction rose 2.1 percent last month to its strongest pace in six months. The gain was fueled by a surge in apartment construction in the Northeast.

NORTH CHARLESTON, S.C. (AP) — Two South Carolina teenagers are charged with murder in the shooting death of a good Samaritan who helped them pull an SUV out of a ditch. North Charleston police say the victim stopped to help the teens pull the vehicle out of a ditch last night, and was robbed and shot after the vehicle was freed. A 17-year-old and a 19-year-old are in custody. It was the 21st homicide in North Charleston this year.
