DOVER, Del. (AP) — Delaware Attorney General Matt Denn says he won't appeal a state Supreme Court decision declaring the state's death penalty law unconstitutional. But Denn says he believes the ruling cannot be applied retroactively to the 13 men currently on death row. The law was struck down because the state's highest court said it violates the U.S. Constitution because it allows a judge to sentence a person to death independently of a jury's recommendation.

WASHINGTON (AP) — A report by the Pew Research Center shows black social media users are nearly twice as likely to encounter race-related posts as their white counterparts. BATON ROUGE, La. (AP) — About 11 thousand people remain in shelters in Louisiana because of catastrophic rain. At least six people have been killed and more than 20,000 have had to be rescued since Friday. Some are calling the 48-hour torrent that created unprecedented flooding "an act of God." Forecasters had predicted about 8 inches of rain and say the intensity of the storm was almost off-the charts and difficult to predict.
