OGDEN, Utah (AP) -- Ogden Mayor Matthew Godfrey says the city council's repeated reliance on outside private counsel is souring its relationship with the administration.
Godfrey says he's bothered by the secretive nature of the work lawyers at Salt Lake City-based Chapman and Cutler do on the council's behalf.
Godfrey says he doesn't understand why the council pays for private lawyers to review municipal issues when the city has its own lawyers on staff.
Council Executive Director Bill Cooks says the outside firm is used only when it needs a second opinion, or when the council suspects an issue presents a conflict of interest for city staff.
