Was this indeed a tornado?

In the photo on the right you can see a dark roping type shape. This was along I-15 between Fillmore and Cove Fort on Sunday night July 30th.
Was it a tornado?
After consulting with Larry Dunn, the Meteorologist In Charge at NWS SLC, he believes it is a dust devil. The reason for the blackish color is there was a recent burned area there.
At anyrate, don't mess with a dust devil either, they can still cause damage and be dangerous.
