WASHINGTON (AP) — In a nearly party-line vote, the House has approved legislation that will repeal the Affordable Care Act. The measure, which also cuts funding for Planned Parenthood, passed the Senate last year and goes straight to the White House and will be vetoed. Speaker Paul Ryan says "Obamacare doesn't work" but said nothing's been decided yet on a replacement.

HOUSTON (AP) — The Canadian company that proposed the Keystone XL oil pipeline has filed a lawsuit over the Obama administration's rejection of the project and says it plans a second legal challenge. TransCanada is seeking more than $15 billion in damages. The pipeline, opposed by environmental activists and some landowners, would have transported Canadian oil to refineries on the Gulf Coast.

SEOUL, South Korea (AP) — Vice President Joe Biden says experts are trying to determine if the nuclear test conducted by North Korea was actually a hydrogen bomb as it claims. South Korea's spy agency says the estimated explosive yield from the blast was much smaller than what even a failed hydrogen bomb detonation would produce

HEMPSTEAD, Texas (AP) — A Texas state trooper has been charged with lying about his arrest of a black woman pulled over in a traffic stop who died in jail three days later. A grand jury indicted grand jury indicted Trooper Brian Encinia for perjury, alleging he lied about how he removed Sandra Bland from her vehicle during the July stop. Encinia, who has been on desk duty, was fired today. Bland's family has filed a wrongful death lawsuit.

CHATTANOOGA, Tenn. (AP) — A Tennessee high school has called off the rest of its basketball season after three of its players were arrested on charges of raping a teammate in an apparent hazing incident. Gatlinburg police said three teens from Ooltewah High School face aggravated rape and aggravated assault charges in connection with injuries to a teammate, who underwent surgery after being assaulted while attending a basketball tournament.
