UNITED NATIONS (AP) — The U.N. Security Council is strongly condemning North Korea's nuclear test and pledging to pursue new sanctions. A statement issued by the council after emergency closed-door consultations today called the test "a clear violation" of council resolutions and a "clear threat to international peace and security." But Russia's U.N. ambassador says it would be going "too far" to say that Russia supports more sanctions against North Korea.

RIVERSIDE, Calif. (AP) — The man who bought the guns used in the San Bernardino attack has pleaded not guilty to federal charges. Enrique Marquez appeared briefly today in federal court in Riverside, California, to answer to a five-count indictment alleging he conspired to provide material support to terrorists. He faces 50 years behind bars if convicted. Marquez was friends with Syed Farook, one of the husband-and-wife attackers who killed 14 people and wounded 22 others on Dec. 2. The couple was later killed in a shootout with authorities.

BURNS, Ore. (AP) — The leader of an Oregon Indian tribe whose ancestral property is being occupied by a small, armed group opposed to federal land policy says the activists aren't welcome and need to leave. Burns Paiute Tribal Chair Charlotte Rodrique told reporters today that the tribe is concerned about damage to cultural artifacts. She says the group is "desecrating one of our sacred sites." The activists seized buildings at a remote national wildlife refuge on Saturday. Authorities have not yet moved to oust the group of roughly 20 people.

SAN FRANCISCO (AP) — It's been a messy commute today in the San Francisco area. The latest El Nino storm hit at the height of the morning rush hour, causing car crashes, toppling trees and flooding streets and streams around most of the region. The California Highway Patrol estimated there were nearly two dozen weather-related crashes this morning. The National Weather Service has issued a flash-flood watch for nearly the entire San Francisco Bay Area. It includes high tides and potentially dangerous waves 15 to 20 feet high.

DES MOINES, Iowa (AP) — The Powerball jackpot has climbed to an estimated $500 million as more people across the country buy a chance at the biggest prize in nearly a year. Officials with the Multi-State Lottery Association raised the jackpot estimate from $450 million due to strong sales before tonight's drawing. The jackpot ranks as the sixth largest offered in North America. A winner of the jackpot could claim a single pre-tax payout of $306 million.
