SEOUL, South Korea (AP) — The European Union's policy chief is calling on North Korea to re-engage in credible a meaningful dialogue with the international community, following the North's claims that it conducted a hydrogen bomb test today. Federica Mogherini says such a test would represent "a threat to the peace and security of the entire Northeast Asia region." But a South Korean lawmaker says the National Intelligence Service is questioning whether a nuclear test occurred because of the small seismic wave created.

DUBAI, United Arab Emirates (AP) — Oman says the attacks on Saudi diplomatic posts in Iran are "unacceptable," but it will not follow other Gulf countries in cutting off or limiting ties with Tehran. Oman has been a long-time mediator between Iran and the rest of the world. Tension between Saudi Arabia and Iran began when the Saudis executed a Shiite cleric. Iranian protesters angered by the execution attacked the Saudi Embassy and a consulate in Iran.

COLOGNE, Germany (AP) — German police say they're investigating whether a string of sexual assaults and thefts at New Year is linked to a known criminal network. The assaults in Cologne last week have prompted outrage in Germany and a fresh debate about immigration, after police said the attackers appeared to be of "Arab or North African origin." Police in nearby Duesseldorf say they've identified more than 2,000 suspects of North African origin in connection with organized theft offenses since 2014.

SAN FRANCISCO (AP) — Rain in California is welcome news for a state suffering from a severe drought. But officials are warning against reverting to old water-use habits. As the first of the storms drenched the state on Tuesday, authorities cautioned that even the wettest of winters can't replenish depleted reservoirs and aquifers unless everyone keeps pitching in. The National Weather Service says El Nino could bring as much as 15 inches of rain over a 16-day period.

LINDA, Calif. (AP) — Authorities in California are considering whether to pursue criminal charges against a woman whose pit bull dogs mauled to death her 9-year-old brother in California. The attorney for Alexandria Griffin-Heady says the 24-year-old woman is devastated by Sunday's attack in her small trailer in Yuba County. The attorney says his client had overnight visitation rights with her half-brother, who was in the foster care system in Sacramento County, and that the boy was left alone with the dogs while she went to work.
