Another federal judge recused in ATV protest case

SALT LAKE CITY (AP) — Another federal judge has been recused from the case of a county commissioner convicted of leading an ATV protest ride through a closed canyon.

New U.S. District Court Judge Jill Parrish was removed from the case Friday and replaced by Judge David Sam.

Parrish had asked to be recused because she represented the Bureau of Land Management during her eight-year stint as a federal prosecutor. The ride was designed to protest what organizers called federal overreach in that agency's decision to close the southeastern Utah canyon to motorized vehicles.

She was assigned the case after Judge Robert Shelby recused himself to avoid an appearance of impropriety in the sentencing of San Juan County Commissioner Phil Lyman.

A jury found Lyman and blogger Monte Wells guilty of misdemeanor charges in the May 2014 ride.
