Philippine typhoon kills 3, weakens, as central region escapes repeat of Haiyan's devastation

LEGAZPI, Philippines (AP) — A powerful typhoon has knocked out power, left at least three people dead and sent nearly 900,000 into shelters, but it's sparing the central Philippines the type of massive destruction that a monster storm brought to the region last year.

Forecasters say Typhoon Hagupit (HAH'-goo-piht) is weakening, with top sustained winds dropping to 87 miles per hour today as it slowly moves across the region. It is bringing heavy rain, however, that could trigger landslides and flash floods. Shallow floods, damaged shanties and torn store signs and tin roofs are a common sight.

People in the central Philippines remain traumatized by the death and destruction from Typhoon Haiyan (HY'-ahn) last year, and 900,000 fled to about 1,000 emergency shelters and safer grounds as this storm approached. The government launched massive preparations to attain a zero-casualty target from the latest typhoon.
