BRUSSELS (AP) — A dozen Syrian ministers will soon see assets they hold in the European Union frozen and be banned from travel to the 28 nation block. The European Union says it will level the sanctions because of the ministers' responsibility "for serious human rights violations." The targeting of Cabinet ministers appears to reflect the increasing frustration with the political stalemate in Syria.

BEIRUT (AP) — An activist group says at least 10 government troops died when Israeli aircraft targeted Syrian military facilities in retaliation for a cross-border attack that killed an Israeli civilian. The Britain-based Syrian Observatory for Human Rights says the Israeli strikes hit seven different targets, destroying two tanks, two artillery batteries and the headquarters of Syria's 90th brigade.

BAGHDAD (AP) — Secretary of State John Kerry's mission to Baghdad today isn't expected to bring any immediate results. He's meeting with Iraqi leaders in the Shiite-led government to urge them to give more power to political opponents before a Sunni insurgency seizes more control across the country and sweeps away hopes for lasting peace. Iraqi officials have long listened to — but ultimately ignored — U.S. advice.

SEOUL, South Korea (AP) — A South Korean soldier who allegedly killed five comrades and wounded several others is in custody today, but the military hasn't said what set him off. The man fled into the forest where he holed up with a rifle for two days before shooting himself as pursuers closed in.

LONDON (AP) — A former British intelligence chief says security agencies will not be able to keep track of the hundreds of young Britons returning to the country after fighting with militants in Syria and Iraq. Richard Barrett, a former head of counterterrorism at the MI6 intelligence agency, tells the BBC that keeping track would be impossible. British officials have estimated that between 400 and 500 Britons have traveled to Syria to fight, and some may have crossed into Iraq.
