Provo man arrested for child sex abuse

Sam Penrod reporting It's a disturbing case of a girl being sexually abused by someone who, at one time, was a foster parent. The Provo man was arrested over the long weekend on several charges involving child sex abuse. He was also being sought on charges of sexually exploiting minors for possessing child porn.

This is a difficult case to report on, but one that appears to be very serious.

Eyewitness News first followed this case more than a year ago, in November of 2006, when police found child pornography on the man's home computer. He's now been charged with that and sits in jail on suspicion of actually abusing young children.

It was the State's Internet Crimes Against Children (ICAC) Task Force that first began investigating Samuel Seager for possessing child pornography, which led to his arrest in November of 2006.

At the time, Seager was a foster parent and had three boys living in his home. They were removed upon his arrest.

That investigation continued for more than a year, resulting in 10 felony charges last month of sexual exploitation of a minor. According to court documents obtained by Eyewitness News, investigators found approximately 40 videos depicting children being raped by adults.

Meanwhile, Seager was arrested on Sunday and now faces more serious charges of child sex abuse. Court documents accuse Seager of molesting a teenage girl on a regular basis, sometimes twice a week, for nearly five years. The documents also say that he tried to bribe her with stuffed animals, flowers and collectible dolls to keep her quiet about the abuse, but she kept a journal and recorded the abuse beginning in 2002.

Police arrested Seager on what they call a conservative amount of five counts of child sex abuse and five counts of forcible sex abuse. Formal charges on these new accusations have not been filed yet.

Seager remains in the Utah County Jail on $100,000 bail.
