(KSL News) -- Practices uncovered by a KSL investigation led to a licensing hearing today before an administrative judge.

Two months ago, KSL reported men living and working at the House of Refuge halfway program received pay far below minimum wage.

Today, a state attorney questioned Pastor Steve Sandlin about his pay practices. Sandlin testified the wages were low because workers received additional commissions. Workers refute that claim.

David Wimm, Former Employee: "No, no commission, nope. Forty hours a week for 28 cents an hour."

The hearing will continue tomorrow when the Department of Human Services will decide whether to revoke the license of the House of Refuge.
