PROVO, Utah (AP) -- A former state judge has been tapped to lead an ethics investigation into embattled Provo Councilman Steve C. Turley, who is facing 10 felony charges that include allegations of fraud.

The Daily Herald of Provo reports that Provo Mayor John Curtis has selected Anthony Schofield, a former 4th District Court judge, to head up the investigation.

It is expected to take 30 days.

Curtis says he gave Turley the choice to resign, but he has declined.

Turley is charged with communications fraud, exploitation of a vulnerable adult and unlawful activity. Authorities allege Turley defrauded people in real estate deals, including one over the age of 65 and another who is mentally disabled.

A telephone message left for Turley on Tuesday morning was not immediately returned.
