(KSL News) Utah may not get a fourth Congressional seat if the White House has its way.

A bill that would give the District of Columbia a full vote in the House will be voted on Friday. The bill also would give Utah a fourth congressional seat.

But the White House says President Bush will recommend a veto because Washington, D.C., is not a state and any effort to give it a full-fledged seat would be unconstitutional.
