Draper man arrested in child sex abuse case

DRAPER — A Draper man arrested over the weekend and accused of kidnapping and sexually abusing a 4-year-old girl has been investigated in two other cases involving young children, police say.

In at least two of the three cases, John Richard Seymour, 67, is accused of offering candy or treats to young girls, a Salt Lake County Jail report states.

On Saturday, a woman could not find her 4-year-old daughter for about 10 minutes. The woman's daughter would often take Seymour's mail to him, and he would reward her with candy, the report states.

When the woman went to the Seymour's apartment to look for her daughter, he told her to wait at the door, according to police.

"As time passed with no answer at the door, she became even more impatient and concerned and forced her way into the apartment," officers wrote.

Inside, the woman said she found her partially-dressed daughter holding a piece of candy. Seymour said, "She took off her pants and I don't know why," according to the report.

After the mother reported the incident to police, the Utah Division of Child and Family Services said it was aware of another incident involving Seymour and a young girl in West Jordan, according to the report. Details of that case were not specified.

Upon further investigation, Draper police found a case in which it was reported that Seymour was seen at a park giving brownies to a 4-year-old girl who was alone, the report states. A bystander found the activity to be suspicious and called police. That case was later closed and it was determined that no crime had been committed.

Seymour was booked into jail Saturday for investigation of child kidnapping and sexual abuse of a child.
