Jury convicts Sandy man on probation for kidnapping of drug, voyeurism charges

WEST JORDAN — A jury has convicted a Sandy man, who was on probation for kidnapping at the time of his arrest, of drug distribution and voyeurism charges. He was acquitted of sexual abuse.

Vratislav Roger Bilek, 62, was found guilty after two days at trial of distribution of a controlled substance, a second-degree felony; two counts of voyeurism, a class A misdemeanor; and possession of drug paraphernalia, a class B misdemeanor.

Jurors acquitted Bilek of a count of forcible sexual abuse, a second-degree felony.

Sentencing is scheduled Nov. 15. He faces a potential prison sentence of one to 15 years for the drug distribution charge.

Bilek had been released a month earlier on probation for a previous kidnapping charge, part of a rape and assault case that fell apart, when he was found Feb. 1 using drugs in a motel room with a 21-year-old woman he had bailed out of jail three days earlier. Photos and videos of the naked, unconscious woman were found on Bilek's phone.

The terms of Bilek's strict five-year probation mandated random drug testing, prohibited alcohol, ordered substance abuse treatment and included a ban on overnight female guests.

The woman told the Adult Probation and Parole agent who discovered them that she was unaware Bilek had taken the photos and videos. After passing out from drug use, the woman said she awoke with her pants and underwear removed. Over the next three days she reported she "became increasingly drowsy and would often pass out," according to the charges.

A time stamp on the first image indicated it was taken early on Jan. 31, less than 12 hours after Bilek paid the woman's $360 bail, charges state. The last photo was taken the morning of the agent's inspection.

Bilek first made headliners in September 2014 when he was charged after a woman — naked and covered in apparent injuries — ran to one of Bilek's neighbors and reported she had just escaped after being held against her will, assaulted and raped in a Sandy home, 563 Fruitwood Lane (10805 South), after he had offered her a place to stay.

A week later Bilek was charged in a second case after another woman who had just begun renting a room in the house reported a similar experience with the man she knew as "Roger."

After the two victims stopped cooperating with investigators and eventually disappeared, Bilek was released from jail after pleading no contest to one count of kidnapping, a second-degree felony, while the remaining 11 felonies and one misdemeanor charge — including rape, assault, battery, drug possession and an additional kidnapping charge — were dismissed, as were all charges in the second case.

Bilek has since been ordered to serve one to 15 years in prison for violating the terms of his probation in the kidnapping case.
