'Cold': Police plotted to introduce Josh Powell to woman undercover

West Valley police hatched a plan in 2010 to strike up a friendship or romantic relationship between Josh Powell and a woman on a commuter train between Puyallup, Wash., and Seattle. Powell lost his job the day before the operation was to launch.
