LOGAN — Investigators are trying to figure out why shots were fired in the North Logan Walmart parking lot on Sunday.

At approximately 2:15 p.m., Doug Saunders and his wife were leaving the Walmart in North Logan in their black Ford F-350 when Stacy R. “Rob” Willis, driving a dark green S10 pickup, flagged them down while in their vehicle, according to Kim W. Hawkes, chief of the North Park Police Department.

Willis pulled up to Saunders in such a way that both drivers’ windows were next to each other.

Saunders told police he could see a handgun in Willis’ lap. Willis allegedly told Saunders that he owed him money and that he wanted to be paid. Saunders stated he did not know the man and did not know to what he was referring.

Saunders attempted to exit the parking lot in his vehicle when Willis followed him. Saunders put his truck in reverse and rammed Willis’ vehicle in an attempt to disable the vehicle. Saunders began to proceed forward when shots were fired, Hawkes said.

One shot entered the back window of the black Ford and exited out the front windshield, Hawkes said. Police said two shots were fired.

Hawkes said no one was injured by any bullets, though Saunders’ wife suffered a slight injury due to glass fragments.

Saunders left the Walmart parking lot and made contact with a Logan police officer and reported the incident, Hawkes said.

Willis left the scene in his dark green S10 pickup. The vehicle was located in Smithfield near Skyview High School and was impounded.

Willis was later found and taken into custody at his residence in Richmond at approximately 5 p.m.

“We’re really not sure why this initial confrontation even took place,” Hawkes said. "We're still piecing together the whys.

“We just want people to know this wasn’t a random act, but it was something that was planned by the suspect,” Hawkes said.

Hawkes said the Cache County Attorney's Office will be reviewing the case to determine what charges should be filed.
