BALTIMORE (AP) — Baltimore Police Commissioner Anthony Batts says he believes outside "agitators" are responsible for violent incidents during a mostly peaceful protest against the death of Freddy Gray following an arrest.

Gray suffered a spinal injury in police custody and later died. Batts says that at least five officers were injured and 12 people were arrested yesterday.

While Batts generally praised protesters, Baltimore's mayor expressed disappointment at the violence. Gray's sister also appealed to protesters to remain peaceful, saying her brother wouldn't have wanted violence.

Meanwhile, the police officers' union says it is "disappointed" in the comments made by Police Commissioner Anthony Batts. Batts said Friday that Gray should have been buckled in a seat belt in a police van and officers failed to give him medical attention in a timely manner.
