No...that's the Wall Street manifesto.
I thought state fuel tax was levied by the state to build/maintain state roadways. I don't think cities and counties gets any part of that for their roadways. I know few of the roadways in cities and counties are state roads but most cyclists also own cars so they pay their share of fuel tax.

Pretty scary stuff.
We had two tenants hit our apartment building. They both swore up and down that they hit their brakes. One was driving a Chevy and the other a Ford. With so many people 'multitasking', I'm surprised more people doesn't have sudden, convenient mechanical/electrical problems.
It's been that way since 1982. Since 2005, red signals are also treated as yields for bicycles.
