If this litle dog was not hit by a car, maybe someone in the neighborhood was tired of this barking all night, all day, all evening etc.
If you have a dog, take care of it. look at the background of the photo, and tell me what you think. Is their dogs important, or put out to back when a crappy show is on TV.
Either take care of your dogs, or get them debarked (yes this can be done...you can have your mangy fido fixed, so that it can only wheez a bark.

Beware of persons coming to your door wanting to snoop into your life, especially if they have limited English skills.
Tell them that the IRS already has everything about you and your dependants on their files.
