That type of settlement I would stay away from. If Garn went to her and offered to pay her off to stay quiet, that would be witness tampering. If she came to him demanding money to stay quiet, that's extortion. Neither would have had a good ending.
Sexual abuse of a child is quite the stretch based on what has been revealed. I think the only crimes they'd have a chance with would be related to the 2002 payoff, where they should both be charged.

The only crime committed with regard to the leases was the fraudulent representations to get into the auction and the fraudulent bids placed and parcels won. Bush pushing the envelope to allow for the extraction of a very valuable natural resource from some of the most desolate land around, which would have provided badly needed jobs to a very depressed region is hardly comparable to the ridiculous antics of this elitist punk.
Nothing in what you just said indicates Bush's action was illegal or unjust. The fact that Obama reversed his predecessor's actions, in several areas, is merely political in nature, not an indication of legality.
