Job Description
Essential Duties: This is a highly technical position monitoring multiple telephones, radio channels, and computers to assure prompt and efficient dispatch of all public safety personnel in emergency and routine circumstances for the Provo City Police and Fire Departments. The individual appointed to this position will be required to perform the following duties: receive, review, and prioritize emergency and non-emergency calls and requests for assistance from the public, public safety personnel, and other agencies using a variety of computer-aided dispatch, telephone, and radio systems; act as the “first link” in channeling requests for all facets of the public safety system, including police, fire, emergency medical, and other City services; respond to requests for assistance that are of a violent and/or life threatening nature; utilize interactive interrogation skills to elicit pertinent and crucial information from individuals who are emotionally distraught, frightened, abusive, irate, or threatening; analyze the nature and severity of an incident, determine call priority, confirm location, and dispatch appropriate personnel in accordance with established policies and procedures; provide medically approved telephonic instructions on life saving techniques; maintain radio contact, current status, and location of all law enforcement, emergency medical, and fire units in the field; assist with criminal investigations by performing detailed computer searches; enter and update stolen vehicle and missing persons information in the NCIC; perform State computer transactions; perform 911 data updates; log vehicle impounds for both police-related calls and private property; maintain computer and hard copy business contact information for after-hour needs; maintain on-call notification list for emergency call-outs; perform various record keeping, filing, indexing, and other general clerical work; monitor juvenile holding room; assist with inter- and intra-departmental training as needed; assist with quality assurance programs; ensure total compliance with all ordinances and local, State, and Federal mandates and regulations; and assist other staff members and perform other assignments, projects, and duties as needed.

Schedule: Days, graves, and swing shifts (schedule is bid approximately every 3 months). Applicant must be able to work various shifts and will be required to work holidays and weekends. Current schedule is four 10-hour shifts/ week.Schedule subject to change.

Salary: $1,116 - $1,539 biweekly (range 17) plus full benefits package. Salary will normally begin at the first step of the salary range and payment will be made by direct deposit. Any overtime will normally be accrued as compensatory time. Note: Employees of this class are eligible for advancement to the next level of the career series as directed by policy.

Requirements
Minimum Requirements: Equivalent to a high school diploma; and any experience that would demonstrate an ability to perform the work. Must have experience with video display terminals and keyboarding. Utah State POST Dispatch certification is desired. Individuals that cannot cover tattoos and/or brandings by wearing a department approved uniform, or department approved clothing, will not be considered for employment. New hire probationary period will be one (1) year. The applicants appointed to these positions must obtain BCI terminal, EMD, CPR certification and POST Dispatch certification during the probationary period.

Preferences: Preference given to applicants with experience in data input and typing ability of 40 wpm. Typing scores will be considered if submitted by the closing date. Typing scores will be accepted from any service or software that provides a printed result. However, all typing skills will be subject to verification.

Selection Factors: Knowledge of applicable police, fire, and emergency medical response protocols; related laws, codes, policies, procedures, rules, and regulations governing functions of the position; terminology common to the work; two-way radio operations and transmission procedures; the geographical layout of Provo City and surrounding areas; and basic English composition, spelling, and grammar. Skill in performing duties in a manner that demonstrates respect, integrity, courtesy, and kindness towards fellow workers, customers, and the general public; computer operation, data entry, and information retrieval; extracting critical information from emotionally distraught, frightened, abusive, irate, or threatening individuals; and identifying pertinent details from written materials and conversations. Ability to handle multiple tasks simultaneously; assess and prioritize emergency and non-emergency situations and respond calmly, quickly, and accurately; work under extreme and frequent pressure; appropriately handle confidential information; communicate effectively verbally and in writing; and deal with the public, fellow workers, and others in a pleasant, courteous, and calm manner in all circumstances.

Screening: Based on meeting the minimum requirements and job-related experience, skills, knowledge, and education. Criminal background checks are conducted on all City positions. Non-disclosure may result in dismissal.

Physical/Environmental Factors: This work requires remaining seated at a video display terminal in a confined work area for extended periods of time; use of a radio/phone earpiece and headset; constantly speaking and listening in an exchange of information; long periods of data entry into the 911 system; and missed breaks or lunch periods when needed. Work location is primarily inside with potential on scene call-outs of the mobile emergency operations van and team. Regularly exposed to situations that may affect psychological or physiological health based on the stressful nature and scope of circumstances that typically surround public safety service; and exposure to other stressful conditions related to the workplace. Note: This classification involves rotating shift-work for 24-hour coverage, working holidays and weekends, and short-notice call-outs. Residency: Employees of this class are subject to Provo City residency requirements and must reside within a 15 mile radius of their primary operations facility to affect a 20 minute response time, unless otherwise approved by the Chief.

Pre-employment Testing: Prior to appointment, applicant will be required to successfully pass a drug screening and background investigation. Individuals with unsatisfactory drug screening results will be ineligible for appointment or application to any Provo City position for a minimum period of six (6) months.
