The Operations Manager of Utah Works, a Division of the Utah Association of Community Services (UACS). The Employee will discharge the day-to-day duties assigned by the UACS Executive Director, UACS President, Utah Works Executive Director, and Utah Works Representative. The Employee will report directly to the Utah Association of Community Services Executive Director. The Employee will meet with the Executive Director as directed by the Executive Director and provide a written report on the activities on behalf of Utah Works.
The job responsibilities include, but are not limited to: • In conjunction with the Utah Works Advisory Board, prepare an annual business plan and budget. Obtain approval for the plan and budget by the UACS Executive Board. • Maintain the Utah Works Policy and Procedure Manual. Assures the Manual, Bylaws, and Articles of Incorporation are reviewed annually by the Utah Works Advisory Board. Works with the Utah Association of Community Services on any recommended changes to those documents. • Provides training on the Policy and Procedure manual to participating Community Rehabilitation Programs (CRP’s) as needed. • Establishes and maintains individual files for each member of the Utah Works project that include all necessary documents to verify members are qualified to participate in the program. • Develop and maintain a tracking system of activities of Utah Works and for each contract awarded. • Obtain information related to contract outcomes from participating CRP’s. Compile information for quarterly reports to the Purchasing from People with Disabilities Advisory Board (PPDAB). • Actively work with participating CRPs to develop expertise and to identify potential State Use contracts. • Work with the UACS Executive Director the Utah Works Advisory Board and the PPDAB to ensure appropriate contracts are set aside for qualified CRPs. • Schedule and attend the Utah Works Advisory Board. Works with the UACS Executive Director and the Utah Works Advisory Board President to develop and distribute the meeting agenda. • In conjunction with the PPDAB Chair, schedules and attends the Purchasing for People with Disabilities Advisory Board meetings. Promotes and presents to the PPDAB possible contracts to be set aside and presents Utah Works members prepared proposals for possible award of contract. • Proactively assist each member organization in the preparation of their proposals for set-a-side contracts. • Proactively work with potential Utah Works members, educating and guiding them towards full participation • Work with existing contract holders and the contracting entity to monitor contract compliance and resolve contract issues with the state purchasing board. • Update the Utah Association of Community Services Executive Director regarding upcoming issues to facilitate coordination of any needed actions. Prepares a minimum of monthly written updates for distribution to Utah Works membership. • Promote and maintains effective working relationships with state officials and allied organizations. • Work with the Utah Association of Community Services Executive Director and Utah Works Treasurer to assist with fiscal responsibilities and requirements of Utah Works. • Work onsite at member agencies at least twice per month, but more often if needed. • Work closely with the Utah Works sales person to find member agencies that meet the required specifications for potential contracts and assist them with membership requirements. • Any other duties required by the Utah Association of Community Services Executive Director.
