Under the direct supervision of the Executive Director, the Program Manager oversees all treatment and contract issues involving Family Counseling Center (FCC) contracts with Salt Lake County, U. S. Marshall???s Office and Optum Health. Duties include the development and implementation of substance abuse treatment strategies; oversee the operations of U-WITS system, supervision and case management, and collaborating with contractors to insure contract compliance. Additionally, the Program Manager duties will include providing direct clinical services to clients of the FCC. Clinical Duties: a) Performs client related activities, including intakes, diagnostic assessments, histories, charts, treatment plans and goals with professionalism, compassion, accuracy and thoroughness. Requests medical consultation, where indicated, in a diligent and timely manner. b) Provides direct and intensive psychotherapy to individuals, families, and/or groups seeking assistance with mental health issues in accordance with the overall treatment objectives. c) Treats crisis situation and emergencies as needed. d) Maintains records according to Mental Health Practice Act and DOPL standards. e) Maintains necessary licenses, registration and certifications. f) When necessary, supervise social work students. g) Monitors Substance Abuse program effectiveness through periodic evaluation, quality assurance review, outcomes and client satisfaction. Makes necessary changes to program when necessary. Administrative Duties: a. Participates in regularly scheduled staff meetings. b. Coordinates substance abuse treatment team meetings. c. Supervises clinical staff documentation including but not limited to; U-WITS entries, treatment plans. d. Supports Finance Manager in billings to contractors. e. Attends required outside agency meetings as required. f. Ensures contract compliance with Salt Lake County Behavioral Health, US Marshals Office. g. Review client for files for compliance.

The position requires strong interpersonal skills to interact with variety of clients and professionals. Program Manager must have the ability to work independently with minimal supervision. Must have strong problem solving skills and strong clinical skills. Requires a high level of analytical skills and the ability work precisely with attention to details. Program Manager must be able to display sensitivity towards the needs of the clients, client???s families/significant others, co-workers and other professionals. Strong communications skills and the ability to demonstrate time management skills and consistently perform work assignments in a timely and efficient manner are required. The position also requires the ability to make decisions that protect client safety and ensures agency compliance to all pertinent rules and regulations. Program Manager will develop a detailed working knowledge of community social services resources. Education - Must possess the following; a. Master???s Degree in Social Work, (LCSW, LMFT, CMHC, preferred) b. Clinical expertise, knowledge and counseling skills (Minimum 3 years of practice, post Master???s preferred). Substance Abuse Treatment experience is a must. Working knowledge of all Microsoft Office programs. Working Knowledge of Salt Lake County, Division of Behavioral Health, UWITs data system preferred but not necessary.
