    Job Description

    WVC Job Description-Public Works Job Title: Engineering Development Review Section Manger (Engineer V) Department: Public Works / Engineering Division Date Prepared: July 15, 2013 Grade: 33 POSITION PURPOSE AND OBJECTIVES: This is a registered professional engineer position with first level supervisory status. Incumbent will represent the Public Works Department in the development review process or designate to a subordinate engineer. Incumbent independently evaluates, selects and applies standard and advanced engineering principles, techniques and criteria as applicable to the overall supervision and management of proposed developments. Position is responsible for the management of engineering plan reviews of private developments, and in completing reviews within established time frames. SUPERVISION RECEIVED: Under the direction of the city engineer or other classification as designated. KNOWLEDGE, SKILLS AND ABILITIES: 1. Principles and methods of sound personnel management . 2. Knowledge of fair labor, general employment laws and personnel safety. 3. Interviewing techniques and motivation considerations. 4. Concepts of speaking clearly, concisely and effectively, listening and understanding ideas. 5. Process of conducting performance evaluations and training as well as hiring/terminating recommendations. 6. Principles and methods of budgeting and administration. 7. General Civil Engineering principles, and sound judgment in the application of those principles as they apply to proposed developments. 8. Strong understanding of urban hydrologic principles. 9. Engineering project planning, design, development and supervision. 10. Principles and methods of conflict resolution. 11. Fundamentals of making oral presentations and/or speaking engagements JOB DUTIES AND/OR TECHNICAL SKILLS: 1. Ability to motivate and supervise engineers and other subordinate personnel. 2. Review and assess, analyze and calculate, implement and follow, generally accepted engineering principles to ensure quality and compliance of standards adopted by the city. 3. Serve as the representative of the Public Works Department in the development plan review process. 4. Knowledge of and ability to train others in connection with engineering software, equipment and other devices in connection with engineering activities. 5. Planning and project or task management monitoring that addresses and adheres to project and other deadlines. 6. Maintaining and gaining the confidence of others. 7. Ability to address and resolve conflicts. 8. Performs other duties as assigned and may include the job scope of the Engineer IV. PERSONAL SKILLS: 1. Ability to establish and maintain effective work relationships with supervisors, fellow employees and the general public. 2. Maintain and gain the cooperation of others. 3. Must be able to react to change productively and handle other tasks as assigned. 4. Ability to receive feedback on performance with a positive attitude, and willingness to suggest ideas to supervisor to improve procedures. 5. Willingness to discern/resolve problems with developers or engineers. 6. Attends staff planning and coordination meetings within the division. Also coordinates and conducts meetings within the division and outside the division. PLANNING AND SUPERVISION SKILLS: 1. May supervise engineers and subordinate personnel. 2. Requires motivating and gaining the cooperation of others. 3. Requires sufficient understanding of critical paths in project management and personnel administration. MINIMUM QUALIFICATIONS: 1. 8 Years of progressively responsible engineering duties; AND 2. Possession of a Bachelors degree in Civil Engineering or the equivalent from an accredited college or university; AND 3. Registration as a Professional Engineer in the State of Utah or (if registered in another state) the ability to be registered within 6 months of employment. 4. Possession of a valid Utah Driver???s license. PHYSICAL DEMANDS: Moderate physical activity. Required to lift weights up to 50 pounds. Uncomfortable working positions such as stooping, crouching and bending. WORK ENVIRONMENT: A combination of office and field work. Daily interaction with the public who may or may not speak English. Intermittent exposure to stress. Willing to work weekends and evenings to meet job schedules and deadlines. Note: Must pass a criminal background check and drug screening prior to employment.
