Plans, directs, and monitors all supply and logistics activities to ensure a cost-effective and timely flow of merchandise from suppliers to internal customers. Manages day-to-day supply and logistics activities to maximize the efficiency, reliability, timeliness, and cost effectiveness of the organization???s supply chain. Activities include materials planning and control, procurement, inventory management, storage, warehousing, logistics, transport and distribution. Develops and implements schedules and procedures. Allocate resources to meet targets in areas such as transit and delivery times; inventory levels; purchasing, warehousing, and storage costs; and service standards. Liaise with functional and operations area managers (rail, bus, customer service, and others) to ensure supply activities are integrated with other parts of the business. Select and manage ongoing relationships with major suppliers, vendors, or sub-contractors to minimize costs and ensure satisfactory standards of service. Lead, direct, evaluate, and develop staff to ensure resources are used effectively and work schedules and targets are met. Manages the Procurement, Contracting, Inventory, Warranty Claims, Shipping & Receiving, Central Warehouse Operations and Production Control processes and staff. Supervises and leads the development and implementation of all procurement and materials management policies and procedures. Ensures compliance with federal and state laws and regulations.

MINIMUM QUALIFICATIONS: EDUCATION/TRAINING: Bachelor's Degree in Business Management, with coursework in operations management, logistics, cost accounting, process management, contract negotiations and procurement policies and procedures. Must have work experience in inventory management with an emphasis on developing strategic supply chain plans for a multi-divisional operation. Certifications in Purchasing Manager and Supply Chain Manager are preferred. EXPERIENCE: Seven years??? work experience including supply chain process creation and improvement, contracts administration, procurement, inventory management and system analysis with demonstrated progressive competence in federal and state procurement rules and regulations involving contracts management and/or administration. Minimum of five years in logistics and supply chain management using automation and enterprise software systems. Minimum three years supervisory or management experience in the above areas required. Must be familiar with federal and state compliance requirements and related issues, i.e. Code of Ethics, Buy America, Anti-Lobbying, Non-Debarment, Cargo Preference, DBE, EEO, Davis-Bacon, etc. ???OR??? an equivalent combination of relevant education and work experience.
