    Job Description

    PROVO SCHOOL DISTRICT Job Description 2012 PRINCIPAL ??? ELEMENTARY (21-000) Job Summary The Elementary Principal serves as the educational leader and chief administrative officer of the school. Specifically, the Elementary Principal assumes responsibility for the instructional program; develops and implements the school improvement plan including provisions for increasing student achievement; in conjunction with the Director of Human Resources, supervises site staff, including hiring, coaching, evaluating, and taking disciplinary actions; coordinates consistent high quality professional development aligned with school and District goals; uses data to improve student achievement and teacher instruction; implements school-wide behavioral standards; develops and maintains productive parent and community relations; and takes responsibility all other daily operations of the school. This job reports to the Superintendent or his/her designee Essential Functions ??? Establishes effective working and learning environment, including the development of quality instructional practices for the purpose of improving student achievement. ??? Sets high expectations of achievement for students and staff for the purpose of encouraging each individual to perform at his/her highest level. ??? Supervises site staff, including hiring, coaching, evaluating, and taking disciplinary actions in conjunction with the Director of Human Resources, for the purpose of ensuring high quality educational practices that improves student achievement. ??? Implements, models and evaluates program effectiveness for the purpose of complying with the expectations of State and District curriculum standards. ??? Evaluates each staff member annually for the purposes of providing feedback and directing improvement expectations in compliance with Federal, State, and District guidelines. ??? Coordinates school professional development for the purpose of improving teaching and learning. ??? Collaborates with the District Department of Curriculum and Instruction for the purposes providing appropriate instructional strategies and approved curricular materials. ??? Provides leadership to School Professional Learning Communities for the purposes of developing collaboration among staff members and using data to improve student achievement. ??? Collects, analyses and shares data (achievement, attendance, trend, etc.) consistently with parents and staff for the purposes of making informed decisions and improving student achievement. ??? Maximizes and advocates for the use of technology for the purpose of improving teaching and learning. ??? Develops and implements a dynamic community relations plan, that includes sharing school-based data with parents, patrons, businesses, colleges/universities, and staff members for the purposes of establishing clear and precise communications and for developing data-based school goals. ??? Develops and maintains high standards of behavior for students and staff for the purpose of ensuring a safe and productive learning environment. ??? Participates in district-wide activities, professional development, and committee work for the purposes of improving leadership skills, contributing to district improvement, and maximizing student achievement. ??? Implements Federal, State, and District policies and procedures as directed by Federal/State law, the Board of Education, and the Superintendent for the purpose of ensuring a safe, legal, and productive learning environment. ??? Prepares, implements, and maintains a balanced school budget for the purposes of managing public resources in an efficient, effective, and transparent manner. ??? Oversees the acquisition of equipment and supplies through District approved procurement procedures for the purpose of providing necessary instructional resources that support effective teaching and learning. ??? Demonstrates knowledge of pedagogy in legal and financial issues for the purpose of ensuring compliance with Federal, State, and District policies, procedures, and guidelines. ??? Models and practices behavior that is consistent with the State of Utah Leadership Standards of Professional and Ethical Behavior, for the purposes of ensuring effective system leadership, high quality instruction, improved student achievement, and a safe and secure learning environment. ??? Plans and conducts meetings of staff, parents, students and other groups for the purpose of ensuring informed and effective communication. ??? Provides leadership to all specialized programs in the school, including Special Education, 504, ESOL, Title I, fees and fee waivers, etc. for the purpose of ensuring equitable and adequate educational opportunities. ??? Maintains a welcoming, orderly, safe and attractive physical learning environment for the purpose of maximizing the educational experience. ??? Uses a variety of assessment strategies for the purposes of informing instruction and improving student achievement. Minimum Job Requirements SKILLS are required to perform multiple, highly complex, technical tasks with a need to routinely upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: developing and administering budgets; operating standard office equipment including utilizing pertinent software applications; planning and managing multiple projects; preparing and maintaining accurate records; and training, developing and supervising staff. KNOWLEDGE is required to perform advanced math; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: accounting/bookkeeping principles; pertinent codes, policies, regulations and/or laws; human resource processes and procedures; education code; theory of collective bargaining and contract administration; and compensation theory. ABILITY is required to schedule a significant number of activities, meetings, and/or events; often gather, collate, and/or classify data; and consider a variety of factors when using equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using a variety of standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of widely varied types and/or purposes; and utilize a variety of types of job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data requires analysis based on organizational objectives; and problem solving with equipment is significant. Specific ability-based competencies required to satisfactorily perform the functions of the job include: adapting to changing work priorities; dealing with frequent and sustained interruptions; developing and maintaining positive working relationships; facilitating communication between persons with divergent positions; implementing change; maintaining confidentiality; meeting deadlines and schedules; providing direction and leadership; and setting priorities. Required Qualifications Master???s Degree in School Administration Utah Administrative License or eligibility to obtain Minimum of five years of elementary teaching experience Minimum of two years of elementary administrative or facilitative experience Additional Desired Qualifications Additional Formal education beyond the Master???s Degree in a related field Prior successful experience as an elementary principal Prior successful multicultural experience, specifically Hispanic/Latino and/or Spanish Immersion Successful experience leading the improvement of student achievement Responsibility Responsibilities include: working independently under broad organizational policies to achieve organizational objectives; managing a site; and supervising the use of funds. Utilization of significant resources from other work units is routinely required to perform the job's functions. There is a continual opportunity to significantly impact the organization's services. Working Environment The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling; and significant fine finger dexterity. Generally the job requires 50% sitting, 30% walking, and 20% standing. This job is performed in a generally clean and healthy environment.
