Man threatened to 'kill Provo cops' after friend fatally shot, police say

PROVO — A Provo man who allegedly threatened to kill police officers in retaliation for two officers shooting and killing a Springville man now faces criminal charges.

Michael Leon Angus, 27, was charged this week with threat of terrorism, a second-degree felony.

On Feb. 15, Cody Evans, 24, of Springville, was shot and killed by a Provo police officer and a Utah County sheriff's deputy after pointing what they believed was an assault rifle at them. They weapon was later determined to be a pellet gun that had the orange tip removed.

Later that day, Angus took to social media to proclaim to Provo police: "Yall gonna hate it soon," "They'll pay for this," and "To provo pd, Beware of c4 and dat 50cal … Im fed up yall killin my homies, im killing u!...Ima kill all u provo cops," according to a police affidavit filed in 4th District Court.

Angus asked if anyone was interested in helping him and he received a response from Jacob Fletcher, 24, of Provo, the affidavit states.

Fletcher was arrested a week ago on multiple felony warrants. When investigators found him, he was in a car being driven by Lindsey Parker, 25, of Orem, who said she had been "baby-sitting" Fletcher, according to court documents.

"When questioned, Parker admitted that she knew Fletcher was a fugitive and that she had been helping him avoid apprehension by driving him around and staying in different hotel rooms every night," charging documents state.

Drugs were found inside the vehicle, according to investigators. Both Fletcher and Parker were charged Wednesday with obstructing justice, a third-degree felony, drug possession, a third-degree felony, and possession of drug paraphernalia, a class B misdemeanor. Parker was also charged with DUI.

Provo police said they learned through confidential sources that Brandon Stacy West, 22, of Orem, had attempted to purchase a firearm for a "homie" and had spoken about retaliation.

West was charged Wednesday in 4th District Court with multiple counts of drug possession.

The alleged threats by Angus caused officers to be on "very high alert" for six days while officers looked for him, according to court records, and several law enforcement agencies "used a large amount of manpower and resources" to address the threats.
