Authorities say Hartnett's left arm was shattered by gunfire when Edward Archer attacked him. Surveillance footage shows Hartnett returning fire and pursuing Archer
Archer, who later said he acted in the name of Islam, faces attempted murder and other charges.
Hartnett, who sustained nerve damage and has limited use of his left arm, says the recognition is "a big deal."
