LAYTON -- A broken headlight and an unpaid ticket led to police finding an accused sex offender. Investigators say if the ticket would have been paid, an illegal relationship may have gone unnoticed.

The arrest happened after a Layton officer saw a car with a broken headlight.

"There's a 37-year-old driver with a 16-year-old passenger," said Layton police Lt. Quinn Moyes.

Moyes said Leonel Manalus was going to be arrested anyway for a warrant he had for not paying a tailgating ticket.

While officers talked with the 16-year-old girl, she admitted they had been in a sexual relationship that she said was consensual.

"It's illegal for a 37-year-old to be with a 16-year-old in a sexual relationship," Moyes said.

Manalus is facing 13 counts of unlawful sexual activity with a minor and one count of dealing in harmful materials to a minor because of a pornographic he sent to her on her cell phone.
