(KSL News) The first step in health care system reform passed the full Utah House today. The move forward was both promoted and applauded by the governor, legislative leaders and dozens of lawmakers today.

House Bill 133 forms a task force to fast-track a comprehensive study on how to make changes. The goal is to make health insurance more affordable and available to more people in Utah.

Right now, about 300,000 people do not have health insurance because it's too expensive.

House Minority Leader Rep. Brad King said, "We are united in understanding that now is the time to act as the state of Utah to make a difference in some real and rational reform in health care."

Even with a united front, not all lawmakers are in favor of moving forward with health care reform. A group of mostly Democrats is concerned about a provision that could remove children from CHIP -- Children's Health Insurance -- if their parents qualify for the government benefit.
