Man killed by hit-and-run driver who was on drugs, police say

WEST VALLEY CITY — A man died Saturday night after being hit while jaywalking by a man under the influence of drugs, police said.

Kevin Chase, 42, was crossing Redwood Road Saturday night at about 4000 South near his apartment, according to Sgt. Jeff Conger with the West Valley City Police Department. The area was not designated for crossing and had no crosswalk.

He was struck by a white minivan while in the street.

Conger said the man was hit hard enough that he died at the scene from his injuries.

Witnesses said they saw the driver, 56-year-old Zay Speed, leave the scene in his vehicle and hide behind a nearby business. Police found the man a short time later and determined he was under the influence of some kind of drug or drugs, Conger said.

He submitted to an alcohol breath test and was determined not to be under the influence of alcohol.

Speed was booked into jail for investigation of a hit and run, driving under the influence and automobile homicide.
