CHEYENNE, Wyo. — A Wyoming man has been arrested in a child abuse case from nearly three decades ago.

The Utah Attorney General's Office filed felony charges against Kelcey Webb, 62, for allegedly molesting a child in the 1980s. Webb currently lives in Cheyenne and has returned to Utah only a few times since moving to Wyoming in 1985, according to the probable cause statement, but the alleged victim told law enforcement Webb had molested her and others in Clinton.

The woman learned about the other alleged incidents at a gathering in 2011, she told police. Now an adult, she told police Webb had molested her hundreds of times from the time she was 3 or 4 years old until she moved away at age 10.

This is the first time Webb has been charged with sexual abuse, although police have been notified of allegations in the past. Police in Holbrook, Ariz., were notified of an alleged sexual abuse incident between Webb and a young relative that occurred in 1974, but no charges were ever filed.

Webb was arrested by the Laramie County Sheriff's Department and is in the Cheyenne jail awaiting an extradition hearing.
