Draper man now faces 107 felonies in 2 cases involving young girls

DRAPER — A Draper man now faces 107 felony charges in two states after police say he posed as a teenage boy online and victimized two young girls.

Thirty-two new charges were filed Tuesday against Isaac Dylan Kemp, 44, in Utah's 3rd District Court. He was charged with 18 counts of sexual exploitation of a minor, a second-degree felony, and 14 counts of dealing in harmful materials to a minor, a third-degree felony. In addition, prosecutors filed a 33rd count demanding forfeiture of property.

The disturbing case began in May when the parents of a 12-year-old girl in North Carolina found explicit messages and photos on their daughter's iPad, according to charging documents. The girl had been using the Kik messenger app to exchange these items with another person.

Investigators said they traced the source of those messages to Kemp. In September, agents served a search warrant on his Draper home.

Kemp used the Kik messenger app to pose as a teen boy from California and exchanged numerous sexually explicit messages and pictures with the girl in 2016, according to charging documents. Among the texts, Kemp once told the girl, "I want to choke you and continue to have sex with your dead body," the charges state.

Police say most of the exchanges occurred while the girl was at school.

During a forensic examination of just two days' worth of messaging in April, investigators found "hundreds" of sexually explicit messages, the charges state.

"The emotional and psychological harm that the defendant has caused (the girl) was clear when reviewing the Kik messages exchanged and the statements and interview (of the girl)," charging documents say.

Even after being told who Kemp really was, investigators say the girl said she was in love with the teenage boy from California and even attempted to contact him again, the charges state.

During the course of that investigation, authorities learned of an illegal relationship Kemp had allegedly been carrying on with a girl in Nebraska since 2013 when she was 13 that included the exchange of hundreds of pornographic pictures and texts. Kemp posed as a teenage boy to the girl, according to charging documents. He eventually traveled to Nebraska on several occasions and is accused of convincing the young girl to have sexual relations with him.

Prosecutors have requested a $1 million bail, stating that Kemp is not only a danger to the community but also a flight risk. After bail in Nebraska was reduced, he was able to get out of jail. And when the Utah Attorney General's Office filed their first 65-count case, Kemp tried to avoid arrest by skipping a previously booked flight from Nebraska back to Utah and rented a car instead, the charges state.

Furthermore, prosecutors contend that Kemp has "demonstrated a sexual compulsion for which he is unable or unwilling to control."

As of Wednesday, Kemp remained in the Salt Lake County Jail.

Between his two Utah cases, Kemp is now charged with a total of two counts of enticing a minor, a second-degree felony; 48 counts of sexual exploitation of a minor, a second-degree felony; 44 counts of dealing in harmful materials to a minor, a third-degree felony; producing false documents, a second-degree felony; enticing a minor, a third-degree felony; and possession of a forgery device, a third-degree felony.

In addition, he faces 10 counts of sex assault of a child in the first degree in Nebraska.
