Kidnapping charges filed in West Jordan break-in

WEST JORDAN — A man accused of breaking into a West Jordan home at random, then giving threatening orders to a woman was charged Tuesday with kidnapping.

Cameron Mark Waters, 30, of Salt Lake City, is charged in 3rd District Court with the second-degree felony offense, as well as burglary, also a second-degree felony.

Waters additionally faces charges of possession of a dangerous weapon by a restricted person, a third-degree felony; failure to stop at the command of a police officer and attempted damaging of a jail, both class A misdemeanors; and criminal trespass and possession of drug paraphernalia, both class B misdemeanors.

Police say Waters was running through yards in West Jordan when he broke into the home of Chelsea Eddington and her family last week.

Eddington said last week that Waters gave her orders not to look out any windows, not to call police and to remain quiet. Her 4-year-old and 7-month-old daughters were home with her at the time.

"It was like an out-of-body experience," Eddington said at the time. "I just knew that I had to stay calm because I didn't want it to escalate."

Police say they soon afterward arrived at Eddington's home, but "Waters told Ms. Eddington to answer the door and tell police that he was not there," court documents say.

Eddington was able to confirm through nods that something was wrong inside the house, she said. Police entered and arrested Waters.

While being transported to jail by police, Waters began kicking the doors and windows from inside the patrol car, charges state. Officers found a 6-inch switchblade knife on him, as well as used drug paraphernalia syringes and a driver's license that didn't belong to him.

Earlier in the day, Waters broke into a domestic violence shelter campus in West Jordan by jumping a fence, court documents state.

"Waters was observed on video … looking into a vendor truck," according to the charges.

A woman there confronted Waters and he fled after officers contacted him, police reported.

Waters admitted to entering Eddington's home and told police "that he recently used methamphetamine," charges state.

Waters is currently being held in the Salt Lake County Jail. His criminal history in Utah includes seven theft-related convictions and guilty pleas to robbery, assault and misdemeanor drug possession, court records show.
