OGDEN — A North Ogden man has been sentenced to jail for having sex with a 14-year-old boy.

Having already served two years in jail after being charged in July 2013, Ryan Mitchell Schaffer, 36, was sentenced to an additional year in jail on Tuesday.

Schaffer pleaded guilty last month to unlawful sexual activity with a minor, a third-degree felony. In exchange for his plea, two identical charges were dismissed.

After six months in jail, Schaffer will be eligible for release to a sex offender treatment program and will be required to complete an additional nine months of ankle monitoring.

Police initially said Schaffer approached the then 14-year-old as he disembarked from a FrontRunner train in Ogden in July 2013, then forced him at knife point to go with him and engage in sexual behavior over three days. His attorney, Paul Remy, said Tuesday that time and additional investigation has shown the boy was not threatened.

"I think we finally got to a place that represents what happened in this case. There was no kidnapping," Remy said. "He met this young man on a UTA platform … and just ended up in a situation that was bad for everybody."

Schaffer was initially charged in July 2013 with aggravated kidnapping and three counts of forcible sodomy, all first-degree felonies. Those charges were amended a year later to three counts of unlawful sexual activity with a minor, a third-degree felony.

Schaffer also pleaded guilty last month in another case, a 2013 charge for failure to register as a sex offender, a third-degree felony, as well as a charge filed in January of violation of a protected area by a sex offender, a class A misdemeanor.

In January, Schaffer was arrested again after police said he was spotted in his car parked near North Ogden Elementary School, an area prohibited under his status as a sex offender. Police said the area is a frequent drop-off and pickup spot for elementary students, as well being a regular route for children walking to school.
