Man arrested in connection with alleged attempted kidnapping in Hurricane

HURRICANE, Washington County — A female student reported that a man tried to force her into his car Wednesday, police said.

The Hurricane High School student told her vice principal at about 7:57 a.m. that a man “pulled out a gun and tried to get her in a vehicle,” according to the Hurricane City Police Department. Investigators said the student ran the rest of the way to the school.

The incident occurred at 50 South 300 West, which is near the school, police said. All six schools in Hurricane were placed on lockout as a precaution, but the order was lifted shortly after 11 a.m.

Police arrested Earl B. Chappell, 39, from LaVerkin in connection with the incident after detectives "positively identified him as the man on the in the (surveillance) photos," according to police. Chappell was booked into jail on suspicion of aggravated kidnapping and possession of drug paraphernalia.

Chappell was located in LaVerkin, and Hurricane police worked with the LaVerkin City Police Department to take Chappell into custody without incident.

"This is an unusual thing that doesn't happen in our community very often," said Sgt. Brandon Buell. "The nice thing is that we have a great community and a lot of people are always out there watching."
