New charges for convicted sex offender awaiting trial

NORTH OGDEN — A convicted sex offender charged with kidnapping and sexually abusing a 14-year-old boy was arrested again Wednesday after police found him near a park and elementary school.

Ryan Schaffer, 35, was arrested near North Ogden Park after being spotted in his car. The park is adjacent to North Ogden Elementary School, "and this area is frequently used as a pick-up and drop-off area for the school. It is also a regular walking route for juveniles walking to the school," according to a prepared statement from the North Ogden Police Department.

Schaffer was booked into the Weber County Jail. He was charged Thursday in 2nd District Court with two counts of violating the conditions of being on the sex offender registry, a third-degree felony, for allegedly not registering the car he was driving with the registry; two counts of being a sex offender in a restricted area, a class A misdemeanor, for allegedly being at the park and the school; possession of marijuana in a drug-free zone, a class A misdemeanor; and possession of drug paraphernalia in a drug-free zone, a class A misdemeanor.

In July 2013, Schaffer allegedly approached a 14-year-old boy as the teen stepped off FrontRunner at 2393 S. Wall Ave. and forced him at knife point to go with him, according to police.

For the next three days, the boy told police that Schaffer took him to several locations and forced him at gunpoint to perform sex acts at least three times. At one point, the boy was left alone, and he was able to escape.

Schaffer was arrested six months later in California and extradited back to Utah.

A court hearing on that case is scheduled for Monday. A trial was scheduled to begin in October.

In 2007, Schaffer was convicted of two counts of sexual exploitation of a minor, a second-degree felony, in exchange for eight other counts being dismissed. He was sentenced to six months in jail and required to register as a sex offender.

In May 2012, Schaffer was convicted on an amended charge of attempting to not register as a sex offender and giving false information to police.
