Man offers drugs to officers in unmarked car, police say

SALT LAKE CITY — Police often track down drug dealers, but it's not common for someone who is allegedly selling drugs to flag down an officer.

Just after 1 a.m. Sunday, two Salt Lake police officers — in uniform but driving an unmarked patrol car — were flagged down by a man near 600 West and 100 South. The man asked the officers "what they wanted," according to police.

The officers told the man a certain drug, police said. As the man got closer to the vehicle, he realized the two occupants were police officers.

Cesar Hernandez-Cruz, 31, ran off. As he was running, he spit several white plastic twists from his mouth, according to a Salt Lake County Jail report. The twists were later determined to contain cocaine and heroin, according to the report.

Hernandez was tracked down and arrested about a half-block away for investigation of drug distribution and failing to stop at the command of a police officer.
