Unlatched door enables injured man to enter State Capitol

SALT LAKE CITY — Police are investigating after a highly intoxicated man was found bloody and injured at the State Capitol complex.

A janitor found the 24-year-old man from Layton in the lobby of the 6th floor of the State Office Building around 4:30 a.m., according to Sgt. Todd Royce with UHP. Police identified the man as Jesse Docauer, gave him a citation and released him while they are looking into potential charges.

Docauer entered the building after attending the University of Utah game, police said. Security footage shows Docauer got in through a secure door that didn't latch properly.

Injuries to his face appeared to be superficial, Royce said.

Investigators are trying to determine how the man, who is not a state employee, got inside the building. There were no signs of forced entry, Royce said.

Police suspect the man wandered in while an overnight employee left for a short break and forgot to secure the door, Royce said.

He said the exterior of the building was last checked at 1 a.m. Investigators don't know how long the man had been inside, and said it could have been since Thursday night.

"Unless somebody snuck in the door, I don't know how they would have got in," said Jerry Sheets, an employee who works in the same building.

Investigators were reviewing surveillance video, and taking a closer look at security cameras, procedures and protocols to prevent a similar incident from happening again.

All of the buildings at the Capitol complex will be open as usual Friday.
