Teen claims he's 'mad killer' after driving 125 mph

SALT LAKE CITY — A Sandy teen not legally old enough to drink and claiming he was a "mad killer" was charged Tuesday with driving at least 125 mph while intoxicated and threatening to kill arresting officers, police say.

Andres Vasquez Franco, 19, was charged in 3rd District Court with threat of terrorism, a second-degree felony; damaging a jail, a third-degree felony; and a number of class B misdemeanors, including DUI, being an alcohol restricted driver, reckless driving, interfering with an arresting officer, drug possession, possession of drug paraphernalia and driving without an interlock device.

Just after midnight Friday, a Utah Highway Patrol trooper spotted Franco allegedly driving at least 125 mph in a 65 mph zone, according to a Salt Lake County Jail report. He was pulled over on I-15 near 4500 South.

Franco "had a strong odor of alcohol" and failed all of his field sobriety tests, the charges state. As the trooper attempted to arrest Franco and put handcuffs on him, he resisted, according to the charges.

"He was very combative and made threats to the life of law enforcement officers," the jail report stated.


(Franco) claimed to know where the troopers lived and told them they better watch out. He stated that he would love to blow up the police station, that he hates cops and that he was going to plant bombs in their yards like an 'Iraqi' and watch their families blow up.

Franco threatened to "get a gun and kill" officers and "get an AK" and blow off the head of the arresting officer, the report stated.

"(Franco) claimed to know where the troopers lived and told them they better watch out," according to the charges. "He stated that he would love to blow up the police station, that he hates cops and that he was going to plant bombs in their yards like an 'Iraqi' and watch their families blow up."

On the way to jail, prosecutors say Franco damaged the back of the police car he was riding in.

Franco was able to post bail following his arrest. A higher bail and an arrest warrant were issued Tuesday.

According to the jail report, this was Franco's fourth DUI arrest.

Franco has a hearing scheduled in two weeks in South Salt Lake Justice Court on charges of DUI and driving on a revoked license in November.
