SALT LAKE CITY (AP) — A man accused of kidnapping and killing a 6-year-old girl will be sent to the state mental hospital rather than stand trial in her death. A judge in West Jordan ruled today that 44-year-old Terry Lee Black is not mentally competent for trial, though the court is expected to review the decision in about a year.

SALT LAKE CITY (AP) — The Utah state prison has settled a wrongful-death lawsuit in the case of an inmate who died after a dialysis provider didn't show up to give him treatment for two days. Court documents show the family of inmate Ramon Estrada is still suing the provider.

COALVILLE, Utah (AP) — Hazardous-materials crews are working to clean up a spill at an industrial plant in Summit County. The North Summit Fire District says about 11,000 gallons of gasoline, butane and propane leaked from a pipeline about 14 miles east of Coalville. Citation Oil and Gas Corp. reported the break in the underground pipeline.

SALT LAKE CITY (AP) — Salt Lake City mayor-elect Jackie Biskupski is calling for the resignation of nearly all city department heads and all employees in the mayor's office. Biskupski said it is a mayor's job to review all appointed positions and make sure voter's wishes are reflected "throughout city government."
