LEWISTON, Idaho (AP) — A Lewiston man accused of knifing his drinking partner to death will be arraigned next Wednesday on one count of first-degree murder. The Lewiston Tribune reports that detectives described a grisly scene at a preliminary hearing for Patrick Nuxoll on Wednesday. Nuxoll is charged in the death of David Cramer. Nuxoll told police he and Cramer had drunk vodka, and when he woke up his friend was dead.

SPOKANE, Wash. (AP) — While wastewater going into the Spokane River isn't new, because of the drought, effluent makes up more and more of the river's water. KXLY-TV reports that treated sewage makes up about 16 percent of water flowing past Spokane and into Long Lake. Coeur d'Alene Wastewater Department spokesman Sid Fredrickson says e-coli or fecal-coli bacteria are mostly eliminated after the nine hours at the treatment plant. After the cleaning, water is pushed into the river.

ELKO, Nev. (AP) — Elko County has been declared a natural disaster area due to damage caused by the severe drought in the region. KRNV-TV reports that several counties in Idaho, Montana, Utah and Nevada are now natural disaster areas. The designation means farmers have eight months to apply for loans to help cover part of their losses.

SPOKANE, Wash. (AP) — The Post Falls Police Department can afford some dog treats after a World War II veteran left more than $235,000 to the department's animal safety division. KXLY-TV reports that 82-year-old Richard Weitzel, who died Jan. 28, was an animal lover who often would donate to animal organizations. His wife died in 2011 and they did not have any other family.
