Bill to ban cell phone use for teen drivers fails

SALT LAKE CITY (AP) -- A proposal to prohibit anyone younger than 18 from using a cell phone while driving in Utah won't pass this year.

Senate Bill 113 was passed back and forth between the House and Senate multiple times because lawmakers couldn't agree on a final version.

House Speaker David Clark said on Thursday that the bill is "done" and there would be no more attempts at compromise.

What started as an outright ban was watered down to include exemptions for teens who were talking on the phone to their parents. Police also would have had to pull the driver over for another offense first before issuing a citation.

It's already illegal for everyone in the state to text or e-mail while driving.
