SALT LAKE CITY (AP) -- Utah is taking the first step toward building the 139-mile Lake Powell pipeline.
The state Division of Water Resources filed for a federal permit to generate hydroelectric power from the pipeline. It will drop 3,000 feet from its high point into Washington County's Sand Hollow Reservoir.
Division director Dennis Strong says a second pipeline that has yet to be mapped out would take water to Cedar City.
Strong says he's planning to have the first leg of the pipeline built by 2020, but Utah legislators haven't decided how to pay for the $600 million project.
